ACKERMAN CENTER A FIRST YEAR RESOUNDING SUCCESS

The January 18 Meeting of the Glen Ellyn Park District Board of Commissioners was called to order at approximately 7:00 pm.

The Consent Agenda including the Finance Report, the Voucher List of Bills totaling $182,400.82, December Regular Meeting and January Special Meeting Minutes passed unanimously with a motion made by Commissioner Bill Dallman and seconded by Commissioner Sandy Minogue.

During Public Participation one resident asked if the Spring Avenue Dog Park could be fenced in completely. Superintendent of Parks Dave Scarmardo explained that to do so PDRMA (Park District Risk Management Agency) regulations require that children under a certain age would not be allowed into the park and that dog owners are required to have their dogs under control at all times while using the facility.

Another resident complained that he could not get his computer to print the Agenda for the meeting. This resident also asked why the 2011 Budget was not on the website. Superintendent of Finance Nick Cinquegrani explained that the Board needs to pass the Budget & Appropriation Ordinance, then the Budget is placed on public display for 30 days, the Budget Hearing takes place and then the Budget is placed on the Glen Ellyn Park District website.

Dan Kroger, Facility Manager provided an annual report of the Ackerman Sports and Fitness Center. This facility is projecting net revenue of $77,000 for the first year of operation. This facility saw 124,000 reportable visitors its first year. Board President Ed Hess complimented Mr. Kroger on the “resounding success” of the Ackerman facility.

A motion to approve the Ackerman report and Mr. Kroger’s staff recommendations passed unanimously with a motion made by Commissioner Bill Dallman and seconded by Commissioner Ron Aubrey.

Mary Defiglia, Assistant Superintendent of Recreation provided an annual report for Maryknoll Park. In 2009 approximately 11,000 used the Splash Pad while in 2010 14,000 used it. Assistant Superintendent of Recreation Defiglia would like to expend some of the Maryknoll Budget on new equipment at Holes & Knolls and add a non-resident rate for use of the party room.

A motion to approve the Maryknoll report and Ms. Defiglia’s staff recommendations passed unanimously with a motion made by Commissioner Bill Dallman and seconded by Commissioner Jay Kinzler.

Superintendent of Recreation Kathleen Esposito provided an annual report for Sunset Pool. Superintendent Esposito reported that fees have not increased in years. The Park District has never offered a non-resident fee and it is recommended that they offer one.

A motion to approve the Sunset Pool report and Ms. Esposito’s staff recommendations passed unanimously with a motion made by Commissioner Bill Dallman and seconded by Commissioner Sandy Minogue.

During the annual election of Park District Officers, held every January, Commissioner Ed Hess was re-elected President, Commissioner Ron Aubrey was re-elected Vice-President and Commissioner Melissa Creech was elected Treasurer.

The Meeting adjourned into Executive Session at 8:28 PM and re-adjourned back into Open Session at 9:31 PM. At that time the doors were unlocked and the building swept to ensure that the public was allowed access back into the meeting.

A motion was made by Commissioner Minogue and seconded by Commissioner Dallman to appoint Superintendent of Recreation Kathleen Esposito and Superintendent of Parks Dave Scarmardo co-Interim Directors due to the January 14 retirement of Cory Atwell until a new Executive Director is hired. Esposito and Scarmardo will each receive an additional $1,550 a month as compensation for their added responsibilities.

As park of the annual “house keeping” of the Glen Ellyn Park District Katherine Wendland was unanimously re-appointed Secretary of the Park District with a motion made by Commissioner Dallman and seconded by Commissioner Kinzler.

Kathleen Esposito was unanimously appointed the Park District’s representative to WDSRA (Western DuPage Special Recreation Association) with a motion made by Board President Hess and seconded by Commissioner Dallman.

Tressler, LLC was re-appointed as the Park District’s law firm with a motion made by Commissioner Dallman and seconded by Commissioner Minogue.

The Signatories on the Park District accounts were approved unanimously with a motion made by Commissioner Dallman and seconded by Commissioner Minogue.

The Glen Ellyn Park District Board of Commissioner Meeting adjourned back into Executive Session at 9:46 PM. At that time Board President Ed Hess informed us that the Board would not re-adjourn back in to Open Session.
